On August 22, 2023 I submitted an investigation report to the Boundary County Sheriff and Bonners Ferry Chief of Police that involved law enforcement’s body cameras. Through my investigation I did not believe that the current cameras in use were adequate to ensure accountability and protection to both the officer and citizen. I was also concerned with the officer having control over his/her video/evidence storage. In my report I requested that:
“The Sheriff and Police Department replace their body cameras with upgraded features that will ensure accountability and protection for both the officer and citizen. Also, to seek cloud storage to ensure evidence preservation.”
At the time when the current cameras were purchased the county and city couldn’t budget for the upgraded cameras, so they purchased the basic models. The basic models allow an officer to have complete control of the cameras and the storage. This includes deleting the video, which potentially could be used as evidence.
At the City Council meeting on October 17, 2023 City of Bonners Ferry Council voted YES to use $30,000 of ARPA funds and $27,331 of police funds to purchase upgraded body cameras, vehicle dash cameras and 100TB video storage. The cameras will not allow the officer to manually delete videos (password protected).
Due to current events, it is important to invest in equipment that can preserve evidence and reduce legal issues. I was advised the Sheriff’s office is working toward upgrading their setup too.
